Global UGRAD Program - Apply by December 15, 2023

The Global Undergraduate Exchange Program (Global UGRAD ) provides a diverse group of emerging student leaders with a scholarship for one semester of non-degree academic study at a U.S. college or university. Global UGRAD is a program of the Bureau of Educational and Cultural Affairs of the United States Department of State and aims to recruit participants from underrepresented backgrounds who have not had other opportunities to study in the United States. Successful applicants can expect an in-depth exposure to U.S. society, culture, and academic institutions, as well as opportunities to enhance their professional skills.

Participants will be required to enroll in at least two courses in their major and one course in a U.S. Studies field (such as history, literature, art, or government) to enhance their understanding of the United States. Participants will live in campus housing facilities with American peers and will be required to participate in 20 hours of community service. The program will include a pre-departure orientation, a virtual arrival orientation, and an in-person end-of-program workshop in Washington, DC. The scholarship covers international travel, tuition, room and board, medical insurance, required books, and a small monthly stipend.

All academic fields of study are eligible. Per J-1 visa regulations, for the students of medicine, nursing, dentistry, veterinary medicine, pharmacology or other clinical fields of study, the direct patient care, including animal care, is not permitted, and therefore academic coursework and/or program activities at participating U.S. institutions may be limited.

Eligibility for the Global UGRAD Program:

  1. Applicants must be a citizen of the country in which they apply for the Global UGRAD Program, currently residing in that country.

  2. Applicants must be studying in the country in which they apply for the Global UGRAD Program.

  3. Applicants must be enrolled as a full-time undergraduate, in good standing, at any accredited university.

  4. Applicants must have at least one year remaining in their undergraduate studies at their home institutions upon completion of the Global UGRAD Program.

  5. Applicants should demonstrate leadership potential through academic work, community involvement, and extracurricular activities.

  6. Applicants must have a solid command of written and spoken English.

  7. Preference will be given to those who have had little or no experience in the United States or outside of their home countries.

  8. Applicants are required to return directly to their home country after the completion of the program.

Individuals in the following circumstances are not eligible for the Global UGRAD Program:

  1. U.S. citizens and permanent residents of the United States;

  2. Individuals currently studying, residing, or working outside of their home country;

  3. Anyone who has already graduated from university;

  4. Immediate family members (i.e., spouses and children) of U.S. Department of State and USAID employees; family members are also ineligible for one year following the termination of employment.

Before you begin/Useful tips:

  • Prospective participants should request their academic transcripts and letters of recommendation as soon as possible, as they will not be able to add additional information after the December 15, 2023 deadline. They can provide English translations of their updated transcripts once they have been selected as a finalist or alternate.

  • Recommendation letters – One reference must be academic and written by a professor or assistant professor from the candidate’s major field of study. A second reference may come from a non-academic aspect of the candidate’s life and work.

THE HUMPHREY PROGRAM EXPERIENCE

The yearlong Fellowship offers valuable opportunities for non-degree graduate level university study, leadership development, networking, and substantive professional collaboration with U.S. counterparts through practical work experience.

The freedom from the requirements necessary to obtain a degree gives each Fellow greater flexibility to pursue a self-directed, individualized program. Though Humphrey Fellows are hosted at American universities, we would like to stress that this is a professional, non-academic exchange program. Certain universities will host Fellows in the same field of interest, so candidates are unable to request placement at particular academic institutions. Humphrey Fellows may not transfer from non-degree to degree status at their host university under any circumstances.

Beyond the graduate level courses, professional enrichment activities include participation in conferences, training programs, site visits, and a “professional affiliation,” i.e., practical job experience on a full-time basis in an American work environment for a minimum of six weeks. Early in the academic year, with assistance from the Humphrey coordinator and faculty advisors at the university, each Fellow will develop a detailed plan of practical professional activities geared toward his/her Humphrey Program objectives.

During the year, Fellows both pursue their individual program goals and work closely with their Humphrey colleagues in workshops and seminars. The Program also encourages Fellows to travel away from their host campus to learn more about American culture and to network with their American peers.

BASIC REQUIREMENTS:

Appropriate candidates are young, mid-career professionals in leadership positions in either the public and private sector who have demonstrated a commitment to public service and the potential for further advancement.

  • We strongly encourage both men and women to apply, as well as persons with disabilities and individuals from other underserved groups.

  • The technical eligibility requirements are:

  • Serbian citizenship and eligibility to obtain a U.S. visa.

  • An undergraduate university degree.

  • A minimum of five years of full-time, professional experience in the relevant field by June 2023.

  • Limited or no prior experience in the United States.

  • Demonstrated leadership qualities.

  • A record of public service in the community.

  • Proficiency* in written and spoken English. Candidates will normally have a Test of English as a Foreign Language (TOEFL) score of 525 (paper-based) or 71 (internet-based). If you have taken a TOEFL exams in the past, scores are valid for two years. The TOEFL exam is not a requirement at the time of application. Candidates who pass the interview will receive the instructions how to register for the TOEFL exam.

* Note: In addition to the pre-academic language training traditionally available to all selected candidates, the Humphrey Program offers Long-Term English (LTE) language training opportunities to facilitate participation of individuals who might lack sufficiently advanced English language skills at the time of application. Candidates for LTE typically have TOEFL scores in the 440-500 range (paper-based test) or 42-61 (internet-based test). LTE participants will travel to the U.S early for intensive language training lasting 20-25 weeks to improve their English skills before transitioning to their host university campuses at the start of the 2020-21 academic year.

Please be aware that the following individuals are ineligible to apply for the Humphrey Program:

  • Recent university graduates (even if they now hold significant positions in their organizations);

  • University teachers or academic researchers with no management responsibilities;

  • Individuals who have attended a graduate school in the United States for one academic year or more during the seven years prior to August 2023;

  • Individuals with U.S. in-country experience of any kind lasting more than six months during the five years prior to August 2023;

  • Individuals with dual U.S. citizenship or U.S. permanent resident status may not apply to the program; they are ineligible for a J visa;

  • Local employees of U.S. Missions abroad who work for the U.S. Department of State and members of their families as well as individuals who work for or are otherwise associated with an organization that is responsible for nominating or selecting individuals for participation in any Bureau of Educational and Cultural Affairs (ECA) exchange program are ineligible for grants during the period of their employment and for one year following the termination of employment.

  • Priority will be given to candidates with no recent experiences in a third country, especially in a developed country.

APPLICATION AND SELECTION PROCESS

Beyond demonstrating the required experience, skills, and a commitment to public service, candidates will also need to explain through the application process how they might benefit from the unique opportunities offered in the Humphrey Program. The key questions to answer are: Why exactly do you need this experience at this point in your career? How exactly will you and how will Serbia benefit from your participation in this program?

Within 30 days, we will contact short-listed applicants to attend an interview at the U.S. Embassy in Belgrade in the first half of September, 2022.

Candidates who pass the interview will be registered for the TOEFL exam. We will then forward the application packets with TOEFL results to Washington.

The final selection of candidates will be announced in Washington, DC in February 2023.

Finalists will then need to apply for a visa. The Embassy will assist the candidate with that process and other paperwork requirements, including the medical exam.

DEPENDENTS (FAMILY MEMBERS)

The Humphrey Fellowship covers air travel, a stipend, and other costs, but all expenses are budgeted only for the Fellow himself/herself. The award does not include additional allowances or funds of any sort for dependents, i.e., family members. Candidates who are planning to have dependents join them during all or part of the fellowship year in the U.S. should bear in mind the high cost of living. They must furthermore receive prior approval from the Humphrey Program that they have adequate personal funds to cover living expenses and dependents’ health insurance and (if applicable) child care. Dependents absolutely may not come during the ELT period when the Fellow is engaged in intensive study of English in preparation for the Fellowship year.

Program Objectives

The US Embassy recognizes that knowledge of the English language, and high quality, professional delivery of language instruction, offer opportunities to improve job prospects for Serbia’s citizens, expand access to information and knowledge, and promote critical thinking and media literacy. We want to support ideas you might have on how to use English to deal with different problems or challenges faced by your community, such as brain drain, limited job opportunities, the impact of COVID-19, or the spread of disinformation. Sometimes English becomes a bridge for increased communication and cooperation, among neighbors within the Western Balkans, between citizens of Serbia and the U.S., or between people from Serbia and EU member states.

Program Themes

The Embassy is seeking applications that use English language programs and activities focusing specifically on the themes below. Under some Program Themes, we are including ideas about what your project could do, but you do not need to limit yourself to these. Feel free to come up with your own creative concepts for approaches and activities that relate to the Program Theme.

  1. IMPROVING ENGLISH LANGUAGE INSTRUCTION. More specifically, your English language project could, for example, support the strengthening of English language teaching at all educational levels (K-12 and university). That could include curriculum development, approaches to distance learning, introduction of different methodologies, incorporation of new technologies, etc.

  2. STUDENT ACTIVITIES (HIGH SCHOOL OR UNIVERSITY LEVEL): More specifically, your English language project could, for example:

    1. strengthen critical thinking and/or media literacy skills of students through English language activities;

    2. prepare students for participation in international academic competitions conducted in English, e.g., Model UN (Model United Nations), moot court, etc;

    3. explain American society, culture, and values to students through English language activities.

  3. SUPPORTING PERSONS WITH DISABILITIES (PWDs). More specifically, your English language project could, for example:

    1. support development and improvement of English language teaching (either inside and outside the formal educational system) for PWDs and learning difficulties, including through; development of curriculum, educational websites and applications, and other educational tools; and disseminating information or expanding access to current/innovative trends, methodologies, including those that assist with distance learning.

    2. establish or strengthen connections between U.S. and Serbian and/or Serbian and regional (Western Balkan) groups – students, teachers, businesses, civil society organizations – using English as the common language to promote equality of PWDs in all aspects of life.

  4. IMPROVING JOB PROSPECTS & PROMOTING ECONOMIC DEVELOPMENT. More specifically, your English language project could, for example:

    1. help citizens of Serbia to develop their English language skills in order to help them find jobs, with a focus on participant or beneficiaries who are economically disadvantaged students and adults, residents of rural communities, persons with disabilities (PWDs), or members of other vulnerable populations;

    2. assist cultural and historical sites attract more English-speaking visitors and thereby promote local tourism and economic development;

  5. ENGLISH FOR SPECIFIC PURPOSES (ESP). More specifically, your English language project could, for example:

    1. support entrepreneurship and innovation among high school and university studies, including in STEAM fields (science, technology, engineering, arts and mathematics) through English for Specific Purposes (ESP) programs;

    2. provide ESP instruction to individuals (university students, recent graduates, and professionals) in certain professions (including government, civil society, academia), academic fields (including science and technology, business, etc), or other areas of interest related to U.S. Embassy objectives in order to help them: find jobs; communicate and engage with counterparts in other countries; improve the quality of writing to improve the chances their research papers will be published in academic or professional journals; draft well-written grant proposals as seek funding for scientific or academic research projects; etc…

  6. MAKING PROGRESS TOWARD EU ACCESSION / WESTERN INTEGRATION. More specifically, your English language project could, for example:

    1. assist Serbian officials and civil servants improve the English language skills needed to communicate more fluently with EU counterparts and accelerate Serbia’s progress toward EU membership and western integration;

    3. help Serbian journalists to strengthen their English language skills to conduct interviews and read primary source materials to cover stories on Serbia’s path toward EU membership and western integration, including in the areas of human rights protection, media freedom, environmental issues, rule of law, combating corruption, etc.

  7. PROMOTING REGIONAL COOPERATION AND STABILITY. More specifically, your English language project could, for example:

    1. establish or strengthen connections among English language teaching professionals and institutions from countries of the Western Balkan to promote cooperation in strengthening English language instruction within the region.

    2. promote mutual understanding, tolerance, and respect among peoples of the Western Balkans – including young people – through English language activities;

    3. identify joint approaches to solving problems or challenges facing the Western Balkan region using English as the common language;

    4. expand and strengthen ties of Serbian professional societies and civil society organizations with their English-speaking counterparts in the Balkan region, using English as the common language.

  8. STRENGTHENING U.S.-SERBIAN CONNECTIONS. More specifically, your English language project could, for example inform and educate audiences in Serbia about historical and cultural ties, common attitudes and values, cooperation in different sectors (economic, political, security, health, science), the intersection of national interests, etc.
